Stormwater Management Master Plan: Notice of Public Information Centre 1

The Corporation of the City of Owen Sound has initiated a Stormwater Management Master Plan under the Municipal Class Environmental Assessment Master Planning Process to identify existing drainage deficiencies and develop drainage solutions to address the deficiencies, reduce flooding, resolve public safety concerns, and improve maintenance opportunities within the City. An initial Public Information Center is planned to advise you of the drainage deficiencies identified through the initial stages of the project, gather comments on any additional deficiencies and elicit comment on the potential solutions that are being considered.

The Study area encompasses the whole City with the boundaries of 8th Avenue W/9th Avenue W to the west, 28th Avenue E to the east, Georgian Bay to the north and 1st St SW to the south. The existing drainage infrastructure in the study area consists of a combination of open channels, ditches, watercourses, culverts, storm sewers, overland flow routes, stormwater management facilities, and low impact development measures.

The Stormwater Management Master Plan is being completed in accordance with Approach #2 of the Master Planning Process outlined in the Municipal Engineers Association Municipal Class Environmental Assessment document (February 2024). The City has retained the consulting firm Tatham Engineering Limited to complete this Stormwater Management Master Plan.

The City hereby notifies all interested individuals and parties that an initial Public Information Centre (PIC) will be held virtually. The format will consist of a pre-recorded slide show presentation that will be posted to the project website (OurCity.OwenSound.ca/stormwater-master-plan) on November 29, 2024. Comment sheets will be provided to allow members of the public to comment on any specific drainage concerns, indicate preferences regarding the improvement options being considered and provide overall comments regarding satisfaction with the presentation. Anyone who is interested in more information can register for a virtual Public Meeting Question and Answer Session that will be held on December 18, 2024 between 5:00 and 7:00 p.m., or attend an in-person Public Meeting Question and Answer Session that will be held on December 19, 2024 between 4:30 and 5:30 p.m. at City Hall. City staff and representatives from Tatham Engineering Limited will be available at these sessions to discuss issues and concerns with members of the public. Comments collected through this process will be used to develop alternative drainage solutions for evaluation. A second PIC will be held once the preliminary preferred alternative solutions are established.
